This action includes the organizational and technical preparation of the system for the implementation of the LIFE CROLIS project and the employment of project team members.

This action implies the preparation and adoption of the Decision of the Government of the Republic of Croatia as a fundamental document on the establishment and sustainability of the CROLIS system.

Implementation actions begin with a review of current international, European and national legislation regarding greenhouse gas reporting requirements and available data, and gathering information on the needs of future users of the CROLIS system. After that, the creation of the concept of the CROLIS system and the data model should start.

For reporting in the LULUCF sector, according to the methodology of the Intergovernmental Panel on Climate Change (IPCC), the collected data on land cover changes must be classified into six categories. It is also necessary to collect historical data on land cover changes between these categories, and for this purpose, historical aerial photogrammetric images collected from 1968 to 2020 will be used.

This action involves mapping the entire territory of the Republic of Croatia and the complete separation of collected data into two data models: data on land cover and data on land use. Data on land cover will be collected based on annual satellite images, while data on land use will be collected from state and public institutions. This activity will result in new data on the basis of which it will be possible to monitor changes in land cover and land use with greater precision and, accordingly, to report on greenhouse gases in land use, land use change and forestry.

The establishment of the CROLIS implies the creation of a physical database on land cover and land use necessary for the implementation of the project and collected from all relevant datasets. Monitoring activities will be harmonized and efficiently coordinated and the results will be available for use by project partners, government bodies and other institutions. The system will also facilitate data exchange with international institutions and the European Commission.

As part of this action, several series of training workshops focused on the development of professional and human resource capacities will be organized as the foundation on which the operation of the CROLIS will rest. This action comprises monitoring of the implementation of key performance indicators, both general ones defined for the LIFE Programme and individual ones defined specifically for the LIFE CROLIS project. In addition, constant monitoring of possible risks and taking of timely steps to eliminate those risks without serious consequences for the implementation of the project will be established.

In the implementation of this action, development of a Communication Strategy is planned. The Communication Strategy will define the target audience and the communication tools that will be used in project communication. By defining the target audience, work will begin on raising awareness on the issues that the project is aiming at and the benefits that the CROLIS system will provide to its users after its establishment.

In the implementation of this action, the LIFE CROLIS project will connect with similar and related projects in the European Union and other countries with the aim of transferring knowledge and networking experts. A special emphasis in the dissemination of the results will be directed towards the countries of Southeast Europe.

This action includes the financial monitoring of project progress and the establishment of the accounting system. At the very end of the project implementation, an independent external audit firm will be hired to review all financial and other relevant project documentation before submitting the final reports to the European Commission/CINEA.

This action implies the drafting of the CROLIS Long-term Sustainability Plan, which will define the obligations and duties of individual institutions in the post-implementation period. The plan will foresee possibilities of expansion and permanent improvement of the system. According to the Plan, within a period of five years after the completion of project implementation, the beneficiary coordinator will submit annual reports to the Government of the Republic of Croatia.
